What is the ₹350 crore Special Development Package?
The Special Development Package is a special grant from the Government of India for the development of Siang and Upper Siang districts. It is completely separate from land compensation and R&R.
₹350 crore has been sanctioned over a four-year period:
- ₹157.57 crore for livelihood interventions
- ₹77.93 crore for upgradation of infrastructure
- ₹81.04 crore for new infrastructure
- ₹33.16 crore for master plans for model towns and model villages
Livelihood interventions: animal husbandry, horticulture, handlooms and textiles, bamboo value chain development, eco-tourism, beekeeping, and income enhancement for self-help groups.
Social welfare and education: coaching support for sportspersons, scholarship support for professional degree courses, NEET and JEE coaching support for youth, Siang Samman Nidhi (an additional pension) for the elderly, widows and others, and Solung festival sponsorship.
Infrastructure: roads, minor irrigation channels, a cultural complex, upgradation of health facilities, upgradation of educational infrastructure, and tourism infrastructure.
In 2025-26, ₹36.37 crore has been transferred directly to 1,455 households in 16 villages across Upper Siang and Siang districts: ₹2.5 lakh per household as livelihood support. This is only a livelihood support fund. It is not part of any land compensation or resettlement and rehabilitation benefits.
Fund across sectors may change as per implementation requirements.
