How it is worked out

Total land compensation = land and property value + 100% solatium (an extra payment equal to the land and property value) + interest on land value from the date of the Social Impact Assessment notification (the day the study of effects on people is announced).

When it is paid

Already under review

A State Cabinet committee has visited Siang and Upper Siang districts and sent its recommendations on compensation rates and the R&R package. These are now with the Government of India for examination.

Will families be moved without a house or a plan?

If the project goes ahead after the PFR, the government has assured that every affected family would get at least these entitlements under the Second Schedule of the Land Acquisition Act, 2013:

Housing units in case of displacement
Additional compensation for land
Choice of annuity (a fixed payment every year) for 20 years or employment in the project
Subsistence grant (money for daily living) for displaced family for 1 year
Transportation cost for displaced families

Under the Third Schedule of the Land Acquisition Act, 2013, the resettlement site must have 25 minimum amenities.

Step 4: payment, then resettlement

The government has assured that compensation would be paid within 30 days of the final compensation award. Resettlement and rehabilitation would have to be completed at least six months before any land is submerged, as the Land Acquisition Act, 2013 requires. The government has also assured that the identity, culture and heritage of the community would be protected during any relocation.

If the project goes ahead after the PFR, the government has assured that the identity, culture and heritage of the community will be protected during any relocation.

The government has assured that rights, indigenous traditions and cultures will be protected in every manner.

The study of effects on people (the Social Impact Assessment) examines the potential impact on social, cultural and religious sites. Special attention is given to vulnerable groups, including women, children, elderly persons and economically weaker sections.
